1. Scanner capacity/performance

SGS conducts a complete assessment of:

  • the scanner equipment theoretical capacity and performance according to the terms of purchase/leasing contract of the equipment.

  • the scanner equipment practical capacity and performance according to concrete tests performed on the scanner equipment on site.

The inspection will cover all the aspects of the scanner including the throughput, penetration, radioscopic image quality, archiving system, adaptability to local environment.

2. Conformity to the client’s needs/requirements/objectives

  • Identification of the local constraints, volume of traffic and objectives to be reached through the use of scanners.

  • Checking the conformity of the scanner performances with the local expectation.

  • Recommendations of adaptations, amendments, uplift and option to be implemented to better satisfy the client needs and improve the profitability of the project.

3. Process review (throughput)

  • Thorough investigation of  the current logistics and documents workflow: time, costs, documents and stakeholders involved at each step of the clearance process.

  • Proposal of workflow modifications to optimize the scanner implementation corresponding to trade facilitation and security reinforcement.

  • Definition of the status of the legal entity to run the scanner through the creation of a workshop with Ports Authorities and Customs.

4. Image analysis

  • Archive radioscopic images re-analysis by SGS experts.

  • Reporting of any discrepancy.

  • Refresher training on specific aspects of the image analysis when necessary.

  • Fraud detection training: the most recent fraud cases and updates on what is done on the market.

5. Staff competences and evaluation

  • Individual interviews with each employee involved in the scanner operations.

  • Assessment of the number and skills of the personnel on site and recommendation on possible complementary training needs.
